The General Affairs Council is composed of European affairs ministers from all EU member states and meets once a month.

It is responsible for dossiers that affect several policy areas, such as EU enlargement, EU's multiannual financial framework, cohesion policy and matters related to the EU's institutional issues. It is also responsible for ensuring consistency in the work of all Council configurations and it coordinates preparation of European Council meetings.
