European Council

The European Council meetings bring together the heads of state or government of all EU member states, the European Council President and the President of the Commission. It  adopts conclusions  identifying issues of concern and further actions to take.

If foreign affairs are discussed, the High Representative of the Union for Foreign Affairs and Security Policy also takes part in these meetings.
