Final report: EU harmonisation of the requirements for the road circulation of mobile machinery

The objective of this study is to examine the potential harmonisation of safety requirements for mobile machinery occasionally travelling on the road.

Over the years, various initiatives have been undertaken to harmonise the requirements affecting machines of all types being produced, sold and used in the EU. Despite these substantive efforts mobile machines are still facing a series of different requirements across EU countries when requesting road approval causing costs for manufacturers, authorities, users and citizens. Main buyers of this equipment come from the construction and the agriculture industries, as well as municipalities.

The aim of the study is to provide input for the EU Impact Assessment accompanying a new legislative proposal to overcome these issues. More precisely the study substantiates the problem analysis, assesses it in a qualitative and quantitative manner and compares costs and benefits of possible solutions (policy options).
