Support to the Evaluation of Regulation (EC) No 648/2004 (Detergents Regulation)

This study shall be conducted in support of the ex postevaluation of Regulation (EC) No 648/2004 (Detergents Regulation).

Regulation (EC) No 648/2004 establishes rules for the free movement of detergents and surfactants for detergents in the internal market while, at the same time, ensuring a high degree of protection of the environment and human health. The Regulation ensures that only detergents with surfactants that are fully biodegradable may be placed on the market. In addition, detergent labels must contain ingredient and dosage information. This is to protect the health of consumers and to avoid the over-use of detergents.

The Regulation has not undergone a full evaluation since its entry into force in October 2005. An ex post evaluation is considered essential in the context of the Commission's REFIT programme (in particular the fitness check on chemicals legislation (other than REACH)) and Better Regulation Strategy.

The purpose of the evaluation is to assess to what extent its objectives have been achieved in terms of effectiveness, efficiency, relevance, coherence and EU-added value. The evaluation may contribute to the improvement of the Regulation's implementation or may feed into an impact assessment study for a possible amendment or re-cast of the Detergents Regulation.
