Conference: European cooperation on judicial training for court staff and bailiffs

This is the first European Commission conference dedicated exclusively to the training of court staff and bailiffs. It aims at providing a platform for identifying areas for improvement in the training of these professions, and to encourage cooperation between their respective training providers.

This Commission conference is a follow-up of the pilot project on European judicial training, which led to the publication in 2014 of a ‘report on the state of play of court staff training in EU law and on EU-level cooperation between court staff training providers’.

The workshop will contribute to the aim of the Commission´s communication 2011 to deliver high-quality training to half of all legal practitioners by 2020.

In plenary sessions, areas of interaction between specific functions of court staff and bailiffs on the one hand and EU law on the other hand will be identified in order to know where court staff and bailiffs need to be trained on EU law. Moreover, participants will have the opportunity to learn not only about existing cross-border cooperation of court staff/bailiffs' training providers, but also to get inspiration from cross-border cooperation mechanisms of other judicial professions' training providers.

Using the ‘snowball technique’ with group discussions, the participants will identify how to best organize and improve their cross-border cooperation on training for court staff/bailiffs, as well as the areas of such cooperation, like training methodology, contacts of experts, training for trainers, common training material, common training activities.

Participants: anyone providing training for the staff permanently employed at courts and prosecution service other than judges and prosecutors as well as for bailiffs (whether employed at court or working freelance); EU level organisations representing practitioners belonging to one of the afore mentioned groups.
